About PRESS
The Privatization Real Estate Support Services (PRESS) contract encompasses two Air Force programs: the Military Housing Privatization Initiative (“MHPI”) and Enhanced Use Leasing (“EUL”). MHPI, which was enacted in the 1996 National Defense Authorization Act (10 U.S.C. Sections 2871-2885), authorizes the use of private sector resources to finance and construct affordable military housing that meets the housing quality standards of the local community. Separate legal authority (10 U.S.C. Section 2667) authorizes the Air Force to out-lease its property, if it is advantageous to the country, supports national defense or otherwise serves the public interest. Through the Air Force PRESS contract, Alvarez & Marsal Real Estate Advisory Services assists the Air Force in bringing these two initiatives to Air Force Bases (“AFBs”) around the country.
