Beale AFB - Introduction

Opportunity

Beale Air Force Base seeks to lease through a competitive selection process approximately 430 acres of land and improvements. The proposed Rail-Accessible Industrial, Waste Water Treatment, and Renewable Energy Development Project consists of two sites and four proposed uses:

  1. The Rail-Accessible Industrial opportunity includes approximately 300 acres of available unimproved land with rail access via a rail spur located on the southern side of Beale AFB. The opportunity includes an additional 55 acres of unimproved land for physical access from the rail spur to the northern side of Beale AFB. The proposed uses for the 300 acre parcel include a staging area for rail access operations, light industrial development, and a small renewable energy development.
  2. The Waste Water Treatment Plant opportunity includes an existing 5M gallon capacity waste water treatment plant on 75 acres of land. Approximately 1M gallons of capacity is to be reserved for use by Beale AFB.

Industry Forum

An Industry Forum is scheduled to be held at 9:00am on April 9, 2008 at the Beale AFB Community Activity Center, Beale AFB, Marysville, California 95901. Pre-registration is required by April 2, 2008 to ensure access onto Beale AFB for the Industry Forum.

At the Industry Forum key stakeholders and installation leadership will provide a general overview of Beale AFB and its mission, the EUL opportunity at Beale AFB, and the EUL program, and seek initial constructive feedback for potential development opportunities at Beale AFB.

Solicitation Documents

A Request for Qualifications (RFQ) will be prepared to fully define the EUL opportunities at Beale AFB, and to outline the developed submission documentation requirements.

Beale AFB seeks to competitively select a private developer to lease the parcels of land to develop this project under EUL authority. The successful private sector bidder(s) will develop, operate, and maintain the facilities and provide in-kind consideration to Beale AFB at least equal to the fair market value of the leased assets. To these ends, Beale AFB sees this private sector opportunity as compatible with the Beale AFB mission and as an extension of the Air Force’s business objectives.

Background

Beale Air Force Base is an active 23,000-acre Air Force Base located approximately 10 miles from Marysville, California. The base is named for Edward Fitzgerald Beale, and was originally established as Camp Beale in 1943, before being re-designated as Beale AFB in 1948. The original installation contained 87,000 acres; however, over the years the Air Force has disposed of 60,800 acres of excess land.

In the past, Camp Beale and Beale AFB provided training, bombing practice, and POW facilities. Camp Beale opened in October 1942, as a training site for the 13th Armored and the 81st and 96th Infantry Divisions. During World War II, Camp Beale's 86,000 acres were home for more than 60,000 soldiers, a prisoner-of-war encampment, and a 1,000-bed hospital. In 1948, the camp transferred from the Army to the Air Force. The Air Force conducted bombardier and navigator training at Beale and in 1951 reactivated the Beale Bombing and Gunnery Range for aviation engineer training. The base has been under several commands, including Air Training Command, Continental Air Command, Aviation Engineer Force, the Strategic Air Command, and since June 1, 1992, Air Combat Command.

The current host wing is the 9th Reconnaissance Wing, which includes an operations group, a maintenance directorate, a mission support group, and a medical group. Beale's mission is to produce immediate Battle Space Effects, and uses the U-2 and the RQ-4 Global Hawk reconnaissance aircraft and associated support equipment to accomplish this. Today Beale AFB is home to more than 4000 military personnel.
